What was painted on top of junk cars near the Neb/Wyo border in the 50’s and why were the cars there?

The cars were tilted on edge and had something painted on their tops, hoods or trunks. My memory of the words painted on the cars is vague but I think it was “Poor Jim” Who was Jim? Was this some kind of statewide driver safety program?
